Already posted this on Steam, but for the sake of answering it here:
The prominent faction has greater odds of getting a member than any other individual faction, but there's no guarantee that they will be the biggest faction, nor that they will remain that way if they start they way. The setting only adds "weight" to their appeal (or bias to the roll for selection).
