I've been playing sandbox and haven't seen them unlock either. At what years in sandbox mode do they start to unlock?

I think there's a cheat code to unlock all MT buildings instantly: type "zeitgeist" while holding down shift. It only works if you have modern times enabled, and the game timer must be going before they are unlocked - if you entered the cheat while the game is paused you may have to unpause it a bit
