24 valve engine problem

Hi, im playing in a new seasion but i cant develop the 24 valve engines, only 12 valve engine (max.)
The regulations only permit 24 valve engines, so i need to buy it, but i cant produce it, as i say.
Maybe, someone have a solution to this, or (and), can be fix this error in the 1.3 patch.
