play normal difficulty
there is no fire (and less challenge )
(i am not sure about the effect in the "medium" difficulty)
or
- build a wood/brick industry and make money of it (other towns (without counting houses) got fires too)
- you can build wells in your towns
- if your towns is severely damaged trade a lot with another town and move there ...
there are mutiple ways to deal with that
