I've just created and uploaded a sandbox challenge called "The 5 Year Plan". Normally I do story-based challenges, but decided to throw this one together to see how many people can get a decent score in a sandbox that is rated at only 1% difficulty. How big can you make your island in only 5 years?

Time Limit: 5 Years
Starting Funds: $25,000
Building Costs: All buildings are free.
Disasters: None
Elections: None
Starting Buildings: Palace, Dock, Construction, Teamster

From the Main Tropico 4 menu select:

Challenges > Browse > Online

Type in "The 5 Year Plan" (without the quotes). Select the challenge and click Play.

There are a ton of different strategies you can use, keeping in mind the time constraints. I'll post a strategy tip section for this challenge at TropicoChallenges.com soon.

It is possible to do good and still get a score of zero on this challenge because of its ease. I'll be impressed with those who can get a score higher than 100.

Hah, nice one.

However, Swiss bank will (greatly) contribute to your score. Even during a tutorial you have roughly 600 score, and this map will have it even higher.

Very true, except that because all buildings are free in this mission, you can't pad your Swiss Bank Account with the Building Permit! For my run through, I built a bunch of banks and put them on Slush Fund to get a final score of 112. The killer is the difficulty multiplier. You get no bonus from that since it is rated at 1% difficulty.

Well the Building Permit is not the only way to earn Swiss. In fact, it's much slower than the CORRUPT CUSTOMS OFFICE! Take that =P!

PS: Presidente has completed the 5 year plan in FOUR YEARS!
