RE: Almanac economy page
Translation is 'UNEMPLOYED' if you mean the last item on the left side. Unmployeed means those that are without jobs and have no income source unless you enact the Social Security Edict.
The ALMANAC is not very accurate after the January report, if even then. Use the LIST tab looking for UNEMPLOYED which comes after the CHILDREN. The LIST tab is updated more regularly then the other tabs.

Last item on left side for me is "Free Job Positions" next line after unemployed.

I will assume you have Absolute Power add-on which added something to display 'Job Vacancies', which is to say the number of job positions which need a worker. These job vacancies could be because you do not have enough workers, workers are not of the appropriate education level or your pay structure is too low for some facilities.

RE: Almanac economy page
The figures for unemployment are frequently different as shown on the left side of the Economy page, in the list of jobs, and on the employment overlay. Which one should be believed ? This is a regettably sloppy bit of programming; there ought to be one variable holding the unemployment figure, to be used in those three places.
It is also regrettable that the vacancies for all levels of education get lumped together. Say I have 15 vacancies: do I need more uneducated immigrants or another High School ?
The Social Security edict says it applies to students and retirees. As I strive to have no unemployment, I cannot say whether that extends to the unemployed. Does it ?

RE: Almanac economy page
It simply stands for the job positions that are currently not occupied at the moment.
