For starters, yes Wind power does vary by elevation, but the swing is more like 10-20% not 50% or more. Plus the elevation benefits would be marginal compared to the fact Tropico is an island with strong ocean winds. Also the generation opex of wind is almost zero not ridiculously high like it currently shows. You're completely misleading the gaming community!

To accurately model power you need to do the following:

Std plant (assumed as coal/gas): keep as is
Wind: Capex should be $30000, opex is $50 per year! 2-4MW per turbine.
Nuclear: Capex $500000, opex is $1000 per month. 2000MW standard size

I'm pretty sure that this isn't a bug (this thread is for bugs only), it is an accuracy issue, which is different.

But regardless, do you really think total realism is the goal of the game developer? For example, I was playing Tropico 4 last week, and I signed death warrants for 75% of my population just for the hell of it. My soldiers slaughtered 75% of the population. Now, what would happen in real-life if that occured in a country? U.N. intervention perhaps? Armed uprising? Economic collapse? No, those negative consequences didn't happen. I stayed in power until the end of the game, and my economy didn't collapse. The moral of the story: it is a game, it isn't supposed to perfectly resemble real-life.

Original Tropico and Tropico 2 player. Keeping the Military Junta going strong since 2001.
