Not a bug, I tinted the buildings to "Browned out" to make sure people knew the difference Wink The flickering is a bug, but I haven't worked out what's restoring their colour.

I'm working on another way of resolving it (with textures), but I'm not sure it's possible at this stage.

EDIT: That particular instance of the bug is happening when people leave the building (read: get kicked out/move to another house).

Thank you for reporting it though, and for the praise of the mod Smile I'm hoping to do a bit more with it, but I'm worried about skewing balance.
