You have to build a Stock Market. After doing so (and after there are active employees operating it), occasionally your Financial adviser (the Capitalist faction spokesmen in the top hat) announces that there have been several offers to establish a business of a given type, what the workers will be paid, and how much of a lease cost they are willing to pay. If you accept, they pay for the construction, but you have to assign Builders to create the business building.
[Personally, I seriously dislike having foreigners making money off of _my_ resources. So if I accept the deal, I generally build the structure in the worst possible place so that it WILL fail quickly.]

RE: Private Buildings
I thought so, but I'm wondering if the "speedygonzales" cheat is bugging it, because everytime I accept it and place a building I get like infinite amounts of buildings to place and it don't work. I'll try assigning builders to it, maybe that'll work. I was curious because I'm wondering if I need this task done to finish this mission, seems like a FOREVER one

RE: Private Buildings
I tend to use private buildings to cut costs on raw materials. For instance, privately owned logging camps and lumber mills let me shave a significant amount of overhead off my furniture industry and even make me more profit in the process, and if I already have an oil refinery (I always use Withhold Petrol as much as possible), I like to place a (typically US) Oil Well to provide it with some moola. It makes a ton of cash transporting it, and I don't even have to pay for it!
I never outsource industry, though (the rent is miniscule compared to the tens of thousands of dollars in profit I could make to cover my wage and upkeep losses and then some), and hotels are tricky (I really, really miss the original Tropico's tourist system. I understand the problems with getting people to visit my attractions have to do with the fact the tourists now go "Accomodation-Attraction-Accomodation-Attraction", instead of "Accomodation-Attraction-Attraction-Attraction-Accomodation", and I'd also like to see stricter requirements on attracting certain kinds of tourists, such as wealthy tourists only staying in bungalows, luxury hotels and the Skyscraper and needing an existing tourism rating of 90, or Eco Tourists not coming to an island with Environment satisfaction below 60, that sort of thing.).
Housing is also tricky, due to the fact my default wages (5-6 for Uneducated, 12-15 for High School and 20-24 for College) don't really mesh well with the rents charged by the buildings themselves. Maybe have them adjust themselves dynamically according to median educational income? (Bunkhouses, Tenements and Country Houses are obviously Uneducated, Apartments and Houses High School and Condominiums and Mansions College). Entertainment is annoying for similar reasons (I view the Gourmet Restaurant as a College-only thing, and price it accordingly).
