To which I reply; 3D rendering is capable of many things but its not as magical as if it can rebuild the entire world with everything on scale assisted by real light.

You get fooled! A lot of what you see (in any game of course, not just Tropico) is faked. Computers are currently not able to calculate explosions like they would occur in real-life. Also real light is still a problem (and most likely will always stay one), but computers can fake it to make it look more "real".
