Junta questions
Two questions:

1) When does Conscription become available? Filling out the military's ranks with ONLY high school-educated soldiers seriously handicaps my island development.

2) My El Prez is a War Hero with a military background that came to power via a coup. I would think that with all that kind of background, he would act as an additional soldier against the rebels. But the first time he comes into contact, he just stands there and lets himself be shot at until he inevitably gets wounded, while _he_ never fires a shot. So, what background is required to make him able to fight back?

ANSWERS:

1. Conscription can be initiated as soon as you hire a Minister of Defense. Build a Ministry, click it, go to "Dfense", and pick a soldier from the list to appoint. Conscription is now unlocked in the Edicts section.

2. I've never seen Question Two happen to me. Presidente fires back, but not very often, and he's actually won me a victory against rebels when my soldiers were all defeated and he managed to fend the rest off.

Then my DLC must have been bugged, because even after having appointed a minister -- I even used the Amnesty edict -- Conscription still has a red statement that reads "This edict may not be issued at this time" or something of the sort. (Can't remember the exact wording.)

So what mission/scenario are you playing? Maybe the edict is disabled due to the way the mission is set up. If you're playing "New Sparta", I can imagine this being the case.

Yes, I'm doing the New Sparta mission. [And I finally got to the point where General Santiago activated Conscription. It comes after you get the Academy of Science built. (Or a couple of tasks after that.)]
