If build an oil refinery near two oil locations it will build the two platforms but only send one ship out to one platform... does the other platform contribute to the refinery at all or only when visited by a boat????

I hate building a second refinery just to get a second boat to go to the other oil platforms...

Try observing the pattern.

Save the game before you do it, build it so it only hits one (keep retrying if you mess it up). Observe income. Load the save, make sure it's on two, observe.

A refinery allways works just one platform at a time.
