I figured out a trick to keep the president cruising in his Rolls Royce even if he is visiting a remote mine or factory. The benefit of buildings with road access is that you can build them in a remote area without having to construct a garage nearby. However, it seemingly only works for the employees of those buildings and any teamsters hauling goods in and out of them. Well there's a trick you can use to get El Presidente to increase production of those facilities and then get him where he's going next efficiently.

The trick is El Presidente will use his car when leaving those buildings if you interrupt his visit there and send him to another location. Fortunately, you can send him back into a building he just visited which means you can have him visit a building to increase production then send him right back in and while he's in the middle of his second visit order him to another part of the map which he will do in his car and not on foot. Bam! It even works if you send him to speed up construction of those buildings since once it is built you send him in and then order him elsewhere. You're welcome internet.
