i have a scenario similar to the initial 2 posters. The game eventually hangs, music continues but there are no people being drawn and frames seem to hang. The only option I seem to have is to kill the process via task manager. Unfortunately the log in that instance is 0 length. I included the first non blank log I had in case it at all useful. I dumped the tropico4 process from task manager and included a savegame and a dxdiag at the below location, hope it is helpful. The game should hang within a minute or so of loading, It may be related to the next panic emergency as the counter climbs to 99 then the hang occurs.
