Not content to have a green thumb, the great dictator now aims to dominate the world of construction

In the previously released “Plantador” add-on content for Tropico 4, El Presidente was on his way to becoming a master gardener, and now with today’s “Quick Dry Cement” add-on, he’s moved into building his own concrete jungle. The new content, available today for the Xbox 360® video game and entertainment system from Microsoft and Windows PC, adds the new Cement Factory building, along with additional character traits, costumes and more, all for a Swiss Bank Account-pleasing price of 400 Microsoft Points / £3.49 GBP/ €3.99 EUR.
The Quick-dry Cement add-on pack contains:
Building: Cement Factory (accelerates all constructions on the island)
Character Trait: Constructor (free cement factory, construction workers gain skill faster)
Character Outfit / Vanity Item: Engineer helmet (for male and female avatars)
Mission theme: The largest city in the Caribbean - build a huge city across the whole island while fighting all kinds of disasters
Decorations: Tropican flagpole, Small park, Flower bed 2, Flowering tree 2, Constructor statue

I agree with beancounter that DLCs ought to have more meat in gameplay terms, rather than mostly decorative things. That said, though, I do like this addition---it's not a surprise, seeing as it got leaked from the start, but it sounds neat to have in the game. One question, though: does the add-on include the ability to add paved areas without a corresponding building? The screenshots make it look that way. Getting rid of those infernal patches of grass where buildings don't match perfectly would be great.

This was a very fun DLC, though maybe slightly overpriced. Personally I LOVED getting more Decorations ( more MORE! ) but even just having some new skins/styles to say, current housing would have been nice. Well, I just like variety in my cities.
There are some bugs on the map though that I saw. Nothing major but here are some screens of things I bumped into: 1,2. ( actually as I played more, I noticed that there's similiar issues all over the map )
Also a small gripe that isn't strictly about this DLC but it became particularly irritating during the mission: PLEASE add an option for notification/dialogue/report/alert boxes ( Penultimo: OH GAWD IT'S AN EARTHQUAKE!!!! ) to NOT pause the game and make them show up neatly on the side of the screen or something. If it's a notification with no information ( destroyed buildings, plot details ) or clickable choices, the boxes just become extremely annoying. I love Tropico but damn if the boxes don't make me want to just scream "SHUT THE F*** UP" at the screen. Same thing for the different faction people whining about building a church or whatever. If it's not a mission I can accept, I don't really want to have a huge window in my face that interrupts the game every time someone has something to whine about.

Except it's not just one building, the DLC includes a full scenario (fully voiced with new recordings for all characters in multiple languages), a new map, lots of decoration items, character traits and a unique accessoire. The new building can be used throughout the original campaign and adds a new commodity to your island economy. The Quick-Dry Cement mission alone easily warrants 3-6 hours of gameplay.
A lot of time, effort and creative energy was put into the making of this DLC and as stated previously, we are very open for constructive criticism. Your post, however, is just blatantly disrespectful.

Timo, I saw this on xbox live marketplace yesterday but still no other dlc is showing there except for this one. Are there any plans to release the rest of the dlc on xbox live in Australia or is this the only one?
Also if this is the only one, how come? I'm curious as to why only one dlc is available in Australia but not the rest. Thank you.

In my above post, I was referring to the "interim" DLC's (the $5 ones). Personally I see T4 as a new (and better) SimCity. I don't view (and don't want T4 to be) like The Sims...as such I'm more interested in city management, and less interested in city beautification (e.g. a virtual dollhouse). Spending time figuring out what El Presidente will wear just isn't my thing.
That's why I'd prefer to see more buildings and edicts in the $5 DLC's, and less of the other stuff.
I just had a thought. If you still only want to include one building, perhaps it should give the purchaser a significant game play advantage over someone who doesn't have the DLC. That may help balance the poor cost/value perception some people have expressed.

Each and every building shipped is brokenly overpowered on paper... people who don't know it, don't have them, or are upset that the original artwork shipped with the game and wasn't made available to them for free; but you can't make everyone happy.

Sorry, we don't have plans to release any more of the $5 DLCs for now. The next big thing will be the Modern Times expansion and anything beyond that is too far down the road to comment on now.

Well that said, the DLC buildings have one fatal flaw: You can build them despite scenarios locking out building use until you buy the blueprints. Needs a patch to lock out certain buildings for balance.
That said, the new Cement Building is like a less profitable Chemical Factory. No resources required (only the sweat and blood of your factory workers) but also no extra work features and upgrades. And it selling for only 1800 per 100 units kinds of makes other buildings much more profitable.
