Spoilers: Strange happenings in the Cement DLC Scenario
I've not put this in the bug reports thread as I'm not sure if it's a bug or just a strange feature.
I was playing the scenario this afternoon and had made it to the final part. The wind goddess was sending her incredibly irritating tornadoes and it was starting to drive me mad.
When I reached 50 or so housing buildings, a ship docked with 100 immigrants on board. My immigration office was set to Tropico First at this point, so it seemed a bit odd. I continued to build and to frantically find jobs for the newcomers, when at 80-ish housing buildings, the same thing happened again.
As there was no mention/warning of this from, e.g. Penultimo, and as my immigration office was staffed and set to Tropico First, I'm curious about whether it's a bug and if it's happened to anyone else. If it's working as intended, some in-scenario explanation/warning would've been nice.

did you recently switch it to tropico first? or was it set that way for many years??
I've run into this problem before, But i think i've tracked it down to the ships spawning, vrs actually getting to the port.
Basically i think, the boat spawns some where you can't see it, and that is where the immigrant count is generated, By the time the ship finally comes into veiw and docks the number has long been set.
Now, that said, there can also be scripting, If it's an even number like 100, Id have to think that it's one of the scripted varriety. It could have some varriables, or counters, that if X condition is met, then it fires off the script and you get the immigrants.

Yeah - there were a few standout typos in this one.
Thinking about it, one of the boats had 150 and the other had 100. In any case, my immigration office had been on Tropico First for many years (certainly 5, probably more). It seems like it's scripted/part of it - maybe the assumption is that you'll have been losing citizens to the disasters and need a population boost by that point? I had a fully upgraded weather station (one of my first priorities, given the pre-scenario briefing) which maybe I could do without next time...
