Btw, as informed, people might enjoy sea-viewing alongside the beaches in T4. Is it correct? How funny would they feel ? i mean the entertainment index.

Free pubs/other entertainment buldings: I'm wondering why the devs didn't keep free fee as it was in T1? As the min.fee is at 1 peso, the retired and students would only get it, while it's a stop for the unemployed. There's an edict "fre house for everyone", why not a "free beer for evryone" ?

But, I sometimes saw the unemployed entered pubs, did u see it ?, i.e they were still keeping some pennies after being laid off. But, if it's so, why couldn't they pay for rent charge for some months but lived in shacks?


With ref to abv conversation with Tropi'je, I think the edict "Social security" may be expanded to the unemployed, i.e the unpemploement benefits. How'd u think abt it?

an unemployment edict would be an awesome edition.. personally id rather see a new edict for this, vrs lumping in social security. The main reason is more choices. Do you want to repress? unemployment would also encourage people to delay getting jobs, so in that sence i think a sperate mechanic would be warrented.

I thought Social Security did work for the unemployed? :?

It's a kick-ass edict, since everyone likes it (even the capitalists) and it allows your broke-ass retirees to afford a place in a tenement.

The Social Security Edict was added to Tropico 1 by the Paradise Island expansion in response to the gameplay problem of dealing with Retiree and Student housing. It clearly had no intent to include the Unemployed - the player had to make jobs for them or get them to leave.

Tropico 3 added the Unemployed to the Social Security Edict -- apparently because of the different understanding or use of the term "Social Security" in Europe vs the U.S. The issue was discussed in several threads. Here is a link to one of them:

Shortly after Tropico 4 was released, it was noted that the Social Security Edict had dropped the Unemployed and once again covered only Retirees and Students. Apparently the folks at Haemimont decided that creating a hard core of lout-abouts living on the dole and refusing to take vacant jobs didn't add any fun to gameplay. Perhaps being on the dole screwed up the main source of criminals.

In any case, the developers have tried it two ways. Maybe while you are running the same grist through the discussion mill yet again, you could try for something new.

Since there's no way to set free entertainment in Tropico 4, I suggest "Social Security" to be expanded to the unemployed or it's better to create a new edict "Unemployment benefits", at least to help the unemployed enjoy cheap pubs or pay rent charge of low qlty tenements/bunkhouses.

It'd be interesting to see it implemented, especially if there was a "Welfare trap" issue where the available jobs are so crappy they're not worth taking.

Maybe in modern times the people have to pay for food and you could issue food stamp edict for the unemployed.
