What I generally do is do a few donations in the church to get it to 90, or do a couple of tasks from the city hall, or deliver some supplies that they have 0 of. Once it is 90%, I build production until I employ more people than the opposition. After this, I set up the goods I produce to auto sell to the market, and set up trade routes to exploit the cheap goods to places that demand them.
