The link in my signature is information I pulled out of Tropico in a systematic/programmatic way. The data there was pulled from the compiled Lua (without decompiling it  ). That's all for vanilla Modern Times.
Yeah, there's a bug in that (you'll see it differs from in game). The "steps"/"increases" are right, but the minimum broke when I was tweaking something before the last upload. Unfortunately, the code which broke it (part of a rewrite) is incomplete, and I'm too lazy to dig out, rebuild, then reupload it until I finish...
As for hard numbers, you have them if you have that site.

The local effects of buildings are really nice (to know) in your site.
(I used to mod lua files for various RTS games I played, so I feel at home here)
But I didn't find any answers per se to my original post questions. 
You site has info on stats, but not much on game mechanics algorithms. Or maybe I overlooked something?
Hey, since I have you here ^.^ can I ask an unrelated minor thing?
When I construct (or click on constructed) buildings with an overlay (farms, mines, police, garbage, etc) I get a square with 4x4 smaller squares in it, on the top left part of my screen. The small squares have various shades of grey (always the same) and don't seem click-able or to change ever. What is that?

Firstly, the free hospital isn't really worth it - by the time you have power and the college educated males to run it, 15k doesn't matter any more.
In my experience, the service quality boost allows you to make do without hospitals but you'll need more health care buildings - you will need to build a 2nd clinic early on and hire doctors from abroad or people *will* die from poor health care (i.e. lack clinic/hospital slots)
