I have the dutch down to five cities but when attacking any of the last five cities. It aborts my attack on the city? Any one know if i can rid my game of them as they hate me and are attacking all my cities.

You can certainly get them down to two cities; there's an achievement for doing so. Sounds like you have a glitch or a bug (Or a "feature". ) there.

two cities is the minimum for each nation, so can earn up to 52 cities.
if the attack is aborted probably another city is under attack at the same time (not by you, but by another nation...)
