Cuba no longer an outlier in the region
Prior to the Revolution in 1959 which the U.S. drove into the arms of the USSR, the Cuban bourgeois elite "felt itself to be more North American than Latin American," and afterward the new socialist elite "felt it inhabited the Second World as part of communist Eurasia" rather than the Third World as part fo Latin America. But over the last 20 years "that fantasy has dissolved rapidly, and today Cubans are more Latin American and Caribbean than ever in their history."
