There is a work mode for the clinic and hospitals to increase the birth rate on your island, this is the only thing I can think of right now. You get some educated people from the start if you're lucky, but you won't get far without paying foreign specialists for the high school and university.

The ban on contraceptives edict should increase the birth rate as well.

I would recommend combining the "No Immigration" special with the "No one gets out alive" setting in the immigration office. Then set the clinics as Timo explained and enact the Contraception Ban edict.
That's the maximum which can be done for the birthrate and no one can leave. So your only worry will be educating enough qualified workers with the High School and the College.

how do you combine two immigration policies?
For a Nationalist Tropcio you really need to keep track of gender disparity on your island. Theres got to be enough girls for your people to be marring and if not the highschool is a good way to import a coupe in to fill the gap while not upsetting the direction of the island, only theres nothing in the almanac to do so so youll need a pen.
And people not dying is alot more important then it usually is.

I've actually tried that with the game start option and got NOWHERE even with 70 starting people on the island...

You can get a decent economy going cause housing isn't a problem, and I've even gotten my highest average happiness without so many people around the island... However, even if I fired then hired foreign workers in every place possible, the people were just not making enough babies... I had a heap of clinics around also...

My population staggered at about 107 after 30+ years, and it wouldn't of been that high without hiring 40 or so workers... They die off as fast as they can make them...

In fact, if you do NOT shoot first thing for a clinic and hired doctors, you will end up losing all of your population to bad health care and won't recover...

If anyone has actually tried to start from the ground up without emigration, please write a recipe...
