Funny thing is, that when I played 3rd mission in campaign, I relied only, and only on tourism. I never had any other source of income (exempt housing and services, but that's normal). And in that mission you don't even have access to advanced tourism buildings that need power plant to function, or airports.
There is one advantage of early tourism over other things. And that's that is doesn't require educated workforce to function. It also give some balance to male/female workforce, if you have too much lumber camps or mines, with some exclusive jobs for females. Still, when you get educated workforce, you get access to power plant that will unlock some other tourism buildings, as well as airport which also needs educated workforce. But even then, most of the tourism workers will be uneducated.

i dont know if it still works, but to get money in the retirement fund, you can issue the special building permit, place a few expensive buildings, then cancel the edict and afterwards cancel the buildings. repeat that as needed. the money that was put in the swiss bank account will not be refunded and stays in the account.

For economic pointers, check the Economy 101 thread. As to the building permit, I go about it 2 ways. Either I enact it right at the beginning, so that all my buildings will go to my slush fund, or I wait, saving up as much money as i can, then in the in the last 5 years or so, I max out the construction workers salaries, as well as add an extra 1 or 2, and build a row of power plants. Send your presidente in for building bonus, and voila, that should pop a quick 50k in ur account. Land issues? Replace power plants with rum distellery. Hounds
PS: Banks, banks, & more banks. Provides college jobs, pours money into your slush fund, you can have unlimited banks. Banks can always be switched into money makers (offshore accounts) as well.
