I'm not sure what the problem you are describing for T3 is.

Speaking to T1 & T2 -- in those games there is a defined line between natural vegetation and some decorative items which appear to be vegetation. The player may place the decorative items and also plant some natural vegetation items. The decorative items do not change over time, whereas the natural vegetation goes through a life cycle.

So yes, natural vegetation would "spawn" or "sprout" in fertile areas; but it would be removed as a regular part of the site preparation phase of construction.
