Piles of garbage almost everywhere I look - How do I get rid of it?

Piles of garbage almost everywhere I look - How do I get rid of it?
I'm sure this must be really simple, so simple that it's gone right over the top of my head and I've forgotten how to deal with this problem since I haven't played T3 in a while now.

Anyway, amost every building on my island has pile(s) of garbage sitting next to it. Some places like the Garage has a huge dumpster of garbage spilling out all over the place.

In Tropico 3 (not the expansion), what must I do to get the garbage situation under control and clean up my island?

Well, the garbage is only a graphical representation of air pollution but in tropico3 besides enabling the pollution standards edict and the anti-litter ordinance, there isn't much you can do to counter pollution (other than the building upgrades for factories and logging camps and using natural gas on power plants). I always enabled those 2 edicts back in vanilla Tropico 3 and while i had low pollution on my city the farming and industrial area would always be heavily polluted.

Thank god for garbage dumps!.
