This is why I dislike shopping at retail stores, you just don't know what was in the case before it was opened and its contents moved to avoid theft by customers, that is why I prefer to buy my games 'brand new and sealed' from online stores like eBay.
I would recommend you go back to the store you bought the game from and explain to them that your game didn't come with the manual as it should have, maybe they can check in the storeroom and find it for you.
In case of the worst case scenario, you not getting the manual, you can download the PDF of the manual from Steam, or better yet, come back another day and tell another salesperson that you want to return the game, then buy one online!

He's not talking about the manual. You know how some games have a nice cover box over the case, then you pull the case out and there's also some art directly on the case? So it's not all black and empty? Yeah, he's talking about that.
Mine came empty as well, and I don't think any of the NA ones released with art for that. It would be pretty cool if there were a printable one so we can just do it ourselves, or if you offered some kind have send-the-case-to-use-and-we'll-make-it-purty fan service for it (doubt it).

The game was sealed and new. The DVD case was in a slip box with a picture and game info . . . But once you took it out of the slip box, it's just a black DVD case with no sleve. It had the manual and the game just fine.

Sorry I misunderstood what you meant.
Yes, my UK copy did come with a cardboard box and also the DVD case with the actual artwork inside it, must be the American version I guess.

I couldn't believe it either. I immediately cut the outer covering to fit in the dvd sleeve. Works great.

GAME has some exclusive outer box covers, they look nice, the closest we can get to a special edition unfortunately...
