Is patch 1.13 needed to re-install T3AP ?

as tdy I have to re-install my PC Sad.

and,

what's the difference if it's with and without 1.13 for T3 when installing T3AP? Who is experienced ? any bugs ?

There is no need to patch Tropico 3 before installing Absolute Power. The expansion includes all the latest bugfixes and changes for the main game.
