Since Cold War theme is there, how about an including Non Aligned Movement? Sell some natural resources like ore at 50% of market price to Yugoslavia, in return send some Tropicans there to get college education for free and buy some cheap tractors (farm upgrade)?
Immigration of work force from India, oil import from Egypt or Libya,... What ever you think of.

Some kind of public transport would be awesome to have.
