how do you take a picture in the game AND how do you upload multiple pictures? want to show you guys my city and ask a few things

Press the Print Screen system request key, which is usually located between the F12 and Scroll Lock keys. A TGA file is created in My Pictures/Tropico folder. TGA isn't that popular for standard users but you can convert the file type to internet standard types.
Alternately you can use the old faithful (Shift+Print Screen) screen capture method, pause the game, Windows key and Paste into whatever imaging tool you have.
You will need some type of file hosting service to display the images or links. Use 'insert image' in this forum post editor to bring up the scripted link tag dialog box. Sorry, they don't have an image upload service here.

so what kind of hosting service will I use? and how do I convert picutres? just change the ending of the files name?

Try using google or whatever search engine you prefer to find a trusted image hosting service. imageshack/photobucket/flickr are some that I have seen used in forums.

No, just changing the file extension won't get it to work. JPG is the best file type for your purpose.
Again using a search engine find tga jpg converter. Personally, I use GIMP to convert file types and lots of other image editing stuff, but it probably isn't something easy enough for inexperienced computer users.
