The expansion of absolute power brought 8 new edicts so we should at least get another 8?

This thread can be for edicts specificly.

Gun control - Militarists support needed 80 , cost per year dependant on citizens number
1 police officer per 30 citizens to enforce the ban.
This makes it harder for people to join rebellions but increases protests and potential for an uprising (so its possible to have a government supported by the police rather then by the army). Liberty is slightly reduced and nationalists take offence.

Health and safety act - cost per building
It will reduce the chance of a building catching fire and increases skill gain by fire fighters. Capitalists could took offence due to see it as extra cost.

Car sharing - $100 per garage , per year
Environmentalists like this , garages could become more efficient

Promote atheism - Intellectual support 60
Religion becomes less of an issue for people (rarely starred by people) but the religious faction will find this offensive. Communists and intellects like it.

Citizen informers 1 in 20 citizens cost $20 per year , requires secret police , gun control
Reduces protests , uprising but liberty will be reduced and the intellects will dislike it.

Absolute power added 10 actually , my mistake.Seeing how its a whole new game we should get about 20 more or is that asking to much?

I say about 5-10 for the new foreign relations/economy. The rest should be for flavour like domestic policy.

Financial Incentive Migration

"Encourages" a Tropican to leave your Island by paying out of your own personal coffers, a lot more costier than to bribe someone but this can get them out of the way without angering people or making them martyrs.

The Edict acts as a means to get a Tropican to leave the Island for good by paying them money to settle somewhere in America/Russia/First World Country with a decent living condition. The family will respect you for helping one of their family members live an easy life. Unfortunately though, due to the Nationalist's xenophobia, they refuse to leave and thus faction members of nationalists cannot be persuaded to leave

COST: One time 3000 fee.

This edict lowers the cost of maintaining Churches and Cathedrals by seventy percent, but greatly increases the cost of building them, by fifty. The religious faction will absolutely hate your guts for DARING to take Tropico away from the hands of the Lawd, and Intellectuals will party all night long.
Also to compensate, Bishops and Priests can not have under a sixteen salary, because, well, they're really ticked that you don't respect them and they DEMAND compensation.
As a bonus, Betty Boom will scream at you and Juanito will be confused.
You can not issue religious promises with this Edict activated, but you can still use the Contraceptive Ban Edict (using a more expensive secular excuse like AIDS), and the Pope Edict will cost 20000 instead of 10000.

(Note: I do not support or would use such an Edict, but it would make the game very interesting for the Atheists out there.)

COST: 4000, 100 monthly

What IS Presidente doing behind closed doors? Is he conductiong diplomacy when he calls Switzerland? What DID happen to that farmer that shaved "EL PRESIDENTE A LOSER" on his llama? I mean, was he really run over by a hearse after he choked on a sandwhich, or did he DISAPPEAR?

This Edict answers that at a steep cost. Intellectuals will worship you, and Loyalists will be absolutely appalled, and Nationalists will be shocked at what the "greatest country on the earth" does when they're not looking.
Liberty will soar to new heights and newspapers will double in any effect you set them to, and coupons multiplied by X1.5. The religious will be pleased at holding Presidente accountable.

Ah, but the cost is nasty. You can no longer issue "Arrange Accident" when this edict is in effect. Arrests will cost you 650 instead of 500, your Secret Police will be withered substansally, and Wiretapping will be disabled or discontinued as long as the Edict is in effect. Your Swiss Bank Account will also be published, and because of this, anything that slushes money will be halved (for example, a 1000 SBA from a Building Permit will become 500, or 12000 from Privitization will become 6000).

Juanito will have some sort of silly remark about what the government thinks of him, and Betty Boom... well, let's see her spin this.

COST: 30000

Sure, you can shoot Juanito, but what about his fans? I LOVE JUANITO AND I WANT HIM TO LIVE. So, here's an idea I can enjoy. It won't replace Shoot Juanito, but it will do more at a much bigger cost.

You will need an army of at least twenty soldiers to search for, find, and storm that twerp's headquarters. The Militarists will also need to respect you at least 80 to go on such a snipe hunt, but the reward is worth it.

This Edict will order the army to scavenge the island for everyone's favorite nut. She will be found, but will escape as all of her equipment is totally ramsacked.

For the next six (or eight) years, the likelihood of joining rebels will be halved, the existing rebels will attack only half as much, and the Intellectuals will be ticked off. The Loyalists will respect you a lot more for the same time, and the airwaves will be silent of Betty Boom/Juanita. The number of existing rebels will also be halved immediately, and they will return to normal life in fear of being killed like their beloved leader.
Megalomania edicts that make Loyalists will become more efficient and make more Loyalists, now that the Propaganda tap flows.

The price, though, is steep. A whopping 30,000 will be needed to engage in this operation, and Betty Boom WILL come back at the end of the time period.

This Edict can only be issued once. Use it wisely or if you have a rebel problem.

Enjoy Betty Boom's last broadcast for a while as she heads for the hills, and be ready for her revenge speech when she's back at the end. Juanito will come on afterwards and rejoice in the name of Presidente.

COST: 1500, 500 yearly.

This is the Book BBQ of the Capitalists. Enact this and you will immediately half your capitalist population as you proclaim them "the scum of society" and "no good losers". The Communists will be pleased as long as this is in effect. Like the Book BBQ, half of the Capitalists will immediately drop their faction, and the chance of new Capitalists is lessened. The USSR will be thrilled, and you can no longer praise the USA.

There is a chance that some people will become Communists as a side effect, though, because part of the Edict puts all sorts of Marxist junk on the walls of every building. It has a yearly cost of 500 to maintain all that propaganda. If this edict is in effect for three years, the USSR will increase its Aid by 500! The USA relations will go down a bit as the sunrise gets a little too red, and like the BBQ, freedom will go down as the moneymakers will be hurt.

The worst part, though, will be your economy. With you oppressing Capitalists, the entrepenurial minds will be scared to be innovative. Overall production will also be lowered, though the Communists will still be very happy. The job quality of factory workers will go up.

Expect a rare bit of happiness from Betty Boom, and Juanito... acts like Juanito.

Not usable if you are allied with the United States.

COST: 20000 to instate, 40000 to repeal.

The Book BBQ of the Religious and a true Megalomania Edict. The big one, and Richard Dawkin's dream.
Take your Seperation of Church and State up a notch and strip God of all power that He deserves and should have kept.

The Religious faction will be terrified and half will drop out immediately. The chance of new souls saved (AKA new faction members) will, sadly, become lowered.

All existing priests and bishops will become rebels, and new priests and bishops will be harder to get. Each year, between one and five (random) religious faction members will become rebels, and they will hate you greatly. Priests and bishops can not make more than eight currencies as a Salary.

You can no longer build new Cathedrals nor a Big Jesus Statue, and the Pope Edict is disabled. Existing Cathedrals will be grandfathered, buy a Jesus Statue, if you have it, will be destroyed. Religious Satisfaction will be halved and the churches' abilty to provide faith will be harmed greatly.
The cost of building new Churches will go way up and the cost of maintaining them will be eliminated.

Citizens will still go to church, of course (you can't stop religion), but will not be as satisfied.
The Inquisition Edict will be disabled (duh), the Contraception Ban Edict will be disabled, and you can't praise the Religious faction or make any religion-based promises in a speech. Respect will lower.

Watch out, though: the cost of hurting God Himself is huge, because Tropico is a naturally devout state. It will take 20000 to declare an Atheist state, and a fortune if you ever want to repeal it, because undoing something like that will take a LOT of work. Like the Nuclear Testing Edict, the respect of the Religious will be lowered permanetly.

(Note: I do not support or would use such an Edict, but it would make the game very interesting for the Atheists out there.)

An edict where all money that tropicans don't spend (which in some cases, must be quite alot) they donate to the church, and you *borrow* this money for.. government purposes...

Not really sure who would like this edict, but i'm sure quite alot of them wouldn't.

(What exactly do tropicans spend their money on if food, health and education is free and housing is fairly cheap? The only thing I can think of is clothing and furniture, but there are no shops....)

Minister Budgeting : Cost 2500 per minister, per year; Every minister's ability to do their job effectively is increased, so let's say normally the Finance Minister usually gets some small time business deals, but with this edict he can get big time contracting.

Privatize Healthcare: Cost 1000: Healthcare now costs money from the people, maintenance drops to 0, you will receive profits from health care, but communist and intellectual approval will drop by 60 and over happiness will drop gradually. (I don't support this!)

State Health Insurance: Cost 5000 5 per person annually, Privatize healthcare Edict: People will now pay the Government annually for health insurance, how much you get depends on how many people there are. Communist respect raises by 5, intellectual raises by 5, people who buy insurance, do not pay for healthcare.

Universal Healthcare: Cost 25000, Privatize Healthcare edict, Free healthcare for all! Automatically Repeals Privatize healthcare and State Health Insurance. Communists and Intellectuals worship you, 50 increase on their respect.

Grow your own food - Tropicans are encouraged to grow their own food in their own home - Reduces lost time and money spent collecting food, improves food quality and earns money (as more food from farms can be exported rather than eaten)

this needs to be permenant, intellectuals gain respect too because betty boom is not only annoying, but very stupid. Once Betty Boom is gone, shes gone. she was the worst thing in Tropico 3: Absolute Power. It should also have no effect on Juanito except having him rejoice that the liar is gone.

i don't care what people say, Betty Boom was not funny in any shape or form, just very stupid and very annoying, wasn't even funny as a piece of satire, every time i heard her voice i would turn the sound on my headphones to minimum , literally. Also who the hell is she talking to on my Island? the only Media is state controlled and my personality cult ensures that everyone has total happiness and loyalty, the most rebels i've had is 2 (unless you count the 20 you get from banning a faction, but they get wiped out the first rebel attack)

Here are some edict ideas i've posted over the last year:

Privledged citizen(edict): The citizens who are issued this get privledged access to the best possible housing and entertainment in Tropico, as well as sudden access to hospitals and religion(VIP access). This will need to be a high upkeep edict, so not to be used on too many people.

Declare atheism(edict): Tropico publicly renounces religion and goes atheist. 60% of religious faction members drop out of the faction and your relation with the faction goes way down. The religious need in tropico goes down(most tropicans now seek their religious need at home), meaning less need for churches and cathedrals.

Free speech(edict): Give your citizens the freedom to publicly declare their opinions. This will cause your critics to become louder and your actions might have harsher consequences. Shooting or arresting a protestor will cause a riot. Increses liberty in Tropico.

Green Revolution(edict): The initiative produces an expansion of the irrigation infrastructure, distribution of hybridized seeds, synthetic fertilizers, and pesticides to farmers. Doubles output of farms, but the cost to the enviroment is great. Enviromentalist will hate you for this.
P.s. With the new info on the horticulture station, this one will be irrelevant.

Baby Boom!(edict): The Goverment gives out an X amount of money for any pregnancy over the next two-three years, causing a baby boom in Tropico. Dramatic increase of pregnancy's takes place over the time period, making the nationalist very happy since it means less nead for immigrants. This edict could only be activated once over the game, and would cost a good sum of money.

International Paradise(edict): Educate your countrymen that we are all fellow humans, equal no mater to the origin. Prejudice drops in Tropico(meaning fewer nationalists) and immigration raises. Less respect of the nationalist faction, but higher with the intellectuals and communists.

Teach Evolution(edict): Are we all animals? Tropicans learn of the famous theory of Charles Darwin, on the Origin of Species. Raises respect of intellectuals, increases intellect, as well as making the faction larger. Religious people will on the other hand not like you as much.

Teach Creationism(edict): God is great and El presidente knows it! But do others? Creation is tought to Tropicans as the great truth of the universe.
The religious faction trusts in your faith and respect you the more, as well as recruit new members. The intellectual faction declines and lose respect for you.

Inoculations (edict): To secure the health and immunity of the Tropican nation, an inoculation program is established. Health quality is raised, and people don’t die (or get sick) from various diseases like smallpox, hepatitis and llama flu. Requires: clinic/hospital. Cost: 100$ each tropican.

Family Planning(edict): In declaration of a conservative state and good old values, a campaign is set afoot. Tropicans are encouraged to uphold old tradition and values regarding family. Most, if not all tropicans enter straight marriage (even the gay ones) at a young age and tend to have larger families. Pregnancies become more common (10-14 kids each family), with the downside of less productivity from females (since they will be pregnant most the time). Increases respect of conservative factions like the religious and the nationalists. Decreased respect from the intellectuals and communists, as well as a drop in liberty. Cost: 5000$.

Refugee asylum (edicts): El president opens up his warm embrace for a group of unfortunate refugees. About 50 refugees arrive on the island in a single group, ready to contribute. This is however a temporary stay for many of them and many go back to their homes over the next 15 years, unless the immigrant office is set to no emigration, or the happiness/approval is high. Issuing this edict decreases nationalist respect greatly. Cost: 2500$ one time edict.

National heritage (edict): Initiates a campaign to spread pride in the heart of tropicans over the great legacy and culture of Tropico. Upholds tropican stories, tales, heroes, legends and national identity above all else. More tropicans become nationalists, as well as increasing productivity of all nationalist by 5%. Respect rises from the nationalist faction. Cost: 2000$ each year.

Patriot act (edict): The tropican way of life and security is threatened by outside powers! The ultimate nationalist act takes place of cutting down close to all outside influences and communications, as well as deporting many immigrants. A large portion of immigrants flee from Tropico in the following years from tropican persecution and paranoia. Relations to all foreign powers go to an all time low. Increase nationalist respect, but drops with all other factions. Cost: 10000$.

Pension funds (edict): Opens up the ability for wealthier tropicans to prepare for the golden years by investing in the stock market. Those who have pension funds will live through their retirement on much higher income then those just on social security. Pensioners retire two years earlier then others, but the state will have no financial obligations towards them after retirement. Raises capitalist respect. Requires: bank and stock market. Cost: 2000$.

Global health services (edict): Let the word of Tropicos magnificent medical expertise spread over the world. Issuing this edict turns one hospital on the island into a specialized medical facility for international clients. Special “tourists” come to the island with the sole purpose of having a procedure done at the medical facility, paying 2000-5000$ for the service. Locals can no longer use the hospital. Increased respect from the capitalists.

Well actually this should increase house upkeep and most importantly affects "private" housing" or reduce house quality. The Capitalists also also frown on this stating this is pure autarky and will preclude tropico from foreign trade as Tropicans believe in self sufficiency over foreign dependance.

Although I probably wouldn't do this myself, I am saddened that it is not de facto possible to do this in tropico, ie. A privatization of everything except government buildings (military, ministries).

Also the ability to charge for services like food, health, education, electricity, etc. even if maintained as nationalized, further frustrates me!

This edict lowers the cost of maintaining Churches and Cathedrals by seventy percent, but greatly increases the cost of building them, by fifty. The religious faction will absolutely hate your guts for DARING to take Tropico away from the hands of the Lawd, and Intellectuals will party all night long.
Also to compensate, Bishops and Priests can not have under a sixteen salary, because, well, they're really ticked that you don't respect them and they DEMAND compensation.
As a bonus, Betty Boom will scream at you and Juanito will be confused.
You can not issue religious promises with this Edict activated, but you can still use the Contraceptive Ban Edict (using a more expensive secular excuse like AIDS), and the Pope Edict will cost 20000 instead of 10000.

(Note: I do not support or would use such an Edict, but it would make the game very interesting for the Atheists out there.)

COST: 4000, 100 monthly

What IS Presidente doing behind closed doors? Is he conductiong diplomacy when he calls Switzerland? What DID happen to that farmer that shaved "EL PRESIDENTE A LOSER" on his llama? I mean, was he really run over by a hearse after he choked on a sandwhich, or did he DISAPPEAR?

This Edict answers that at a steep cost. Intellectuals will worship you, and Loyalists will be absolutely appalled, and Nationalists will be shocked at what the "greatest country on the earth" does when they're not looking.
Liberty will soar to new heights and newspapers will double in any effect you set them to, and coupons multiplied by X1.5. The religious will be pleased at holding Presidente accountable.

Ah, but the cost is nasty. You can no longer issue "Arrange Accident" when this edict is in effect. Arrests will cost you 650 instead of 500, your Secret Police will be withered substansally, and Wiretapping will be disabled or discontinued as long as the Edict is in effect. Your Swiss Bank Account will also be published, and because of this, anything that slushes money will be halved (for example, a 1000 SBA from a Building Permit will become 500, or 12000 from Privitization will become 6000).

Juanito will have some sort of silly remark about what the government thinks of him, and Betty Boom... well, let's see her spin this.

* Raid Betty Boom Edict
COST: 30000

Sure, you can shoot Juanito, but what about his fans? I LOVE JUANITO AND I WANT HIM TO LIVE. So, here's an idea I can enjoy. It won't replace Shoot Juanito, but it will do more at a much bigger cost.

You will need an army of at least twenty soldiers to search for, find, and storm that twerp's headquarters. The Militarists will also need to respect you at least 80 to go on such a snipe hunt, but the reward is worth it.

This Edict will order the army to scavenge the island for everyone's favorite nut. She will be found, but will escape as all of her equipment is totally ramsacked.

For the next six (or eight) years, the likelihood of joining rebels will be halved, the existing rebels will attack only half as much, and the Intellectuals will be ticked off. The Loyalists will respect you a lot more for the same time, and the airwaves will be silent of Betty Boom/Juanita. The number of existing rebels will also be halved immediately, and they will return to normal life in fear of being killed like their beloved leader.
Megalomania edicts that make Loyalists will become more efficient and make more Loyalists, now that the Propaganda tap flows.

The price, though, is steep. A whopping 30,000 will be needed to engage in this operation, and Betty Boom WILL come back at the end of the time period.

This Edict can only be issued once. Use it wisely or if you have a rebel problem.

Enjoy Betty Boom's last broadcast for a while as she heads for the hills, and be ready for her revenge speech when she's back at the end. Juanito will come on afterwards and rejoice in the name of Presidente.

[*] Commies for the Win Edict
COST: 1500, 500 yearly.

This is the Book BBQ of the Capitalists. Enact this and you will immediately half your capitalist population as you proclaim them "the scum of society" and "no good losers". The Communists will be pleased as long as this is in effect. Like the Book BBQ, half of the Capitalists will immediately drop their faction, and the chance of new Capitalists is lessened. The USSR will be thrilled, and you can no longer praise the USA.

There is a chance that some people will become Communists as a side effect, though, because part of the Edict puts all sorts of Marxist junk on the walls of every building. It has a yearly cost of 500 to maintain all that propaganda. If this edict is in effect for three years, the USSR will increase its Aid by 500! The USA relations will go down a bit as the sunrise gets a little too red, and like the BBQ, freedom will go down as the moneymakers will be hurt.

The worst part, though, will be your economy. With you oppressing Capitalists, the entrepenurial minds will be scared to be innovative. Overall production will also be lowered, though the Communists will still be very happy. The job quality of factory workers will go up.

Expect a rare bit of happiness from Betty Boom, and Juanito... acts like Juanito.

Not usable if you are allied with the United States.

[*] Atheist State Edict
COST: 20000 to instate, 40000 to repeal.

The Book BBQ of the Religious and a true Megalomania Edict. The big one, and Richard Dawkin's dream.
Take your Seperation of Church and State up a notch and strip God of all power that He deserves and should have kept.

The Religious faction will be terrified and half will drop out immediately. The chance of new souls saved (AKA new faction members) will, sadly, become lowered.

All existing priests and bishops will become rebels, and new priests and bishops will be harder to get. Each year, between one and five (random) religious faction members will become rebels, and they will hate you greatly. Priests and bishops can not make more than eight currencies as a Salary.

You can no longer build new Cathedrals nor a Big Jesus Statue, and the Pope Edict is disabled. Existing Cathedrals will be grandfathered, buy a Jesus Statue, if you have it, will be destroyed. Religious Satisfaction will be halved and the churches' abilty to provide faith will be harmed greatly.
The cost of building new Churches will go way up and the cost of maintaining them will be eliminated.

Citizens will still go to church, of course (you can't stop religion), but will not be as satisfied.
The Inquisition Edict will be disabled (duh), the Contraception Ban Edict will be disabled, and you can't praise the Religious faction or make any religion-based promises in a speech. Respect will lower.

Watch out, though: the cost of hurting God Himself is huge, because Tropico is a naturally devout state. It will take 20000 to declare an Atheist state, and a fortune if you ever want to repeal it, because undoing something like that will take a LOT of work. Like the Nuclear Testing Edict, the respect of the Religious will be lowered permanetly.

I wrote on one of my pervious post that I don't want to engage in a political or economic debate on this site since it is about a video game. But after reading this I just have to reply.

No offense, but why did you have to add in the 'I do not support or would use such an Edict, but it would make the game very interesting for the Atheists out there' line on all the secular edicts that you have suggested?

Do you honestly think that every single atheist out there are some kind of crazy dogmatic fascist that enjoy randomly oppressing religious people? I am an atheist myself. But I can tell you that most of us have no intention of oppressing religious people. Even Richard Dawkins never supported the idea of an officially atheistic state. He and others only endorse a separation of church and state, which by the way, is not like the way that you try to portray it in your post.

I could just write some religious related edicts in responds to you. Such as 'Teaching Creationism in Schools' edict that will make all the citizens have abysmal level of intelligence due to the teaching of peduo-science, or a 'theocratic government' edict that allows you to commit all kinds of atrocities with not consequences since you can just say that it is the 'will of God'.

But seriously, the way that you are trying to portray atheist as all being intolerant and hateful complete monsters is just silly.

Cost: $1000, $500 yearly. Requires game animals present on the island.*
-Prohibits hunting of game animals on the island as long as the edict is active.

Just played the demo which is very nice (couldn't find any bugs except given missions that cant be completed in demo).

What I find the most worrying though is that there is NO new edicts and some have been completely removed (the ban faction one for example).

Edicts are what makes tropico what it is or else it would be just a run of the mill city builder.

I'm sure that is probably just the demo, T4 will have all the old edicts plus a bunch of new ones. They just don't want to give everything away in a demo Smile

Well I really do hope so , they could have done the "not available in demo" like they did with the buildings.

Kalypso should take this time before release to add some edicts.

Extremely disappointed with the lack of extra features in T4, let alone the cut in the edicts. T4 feels like it should have been a small expansion pack, not a full priced standalone game.
